You can do this with even a level 1 of fishing! There is a place called Sulfuron Spire.
You will see small circulation flames in the lava down near the Spire and if you have a fish finder it will tell you where they are, but if not you find them, cast directly in them, and it is a 100% drop rate for 1-2 volatile fires each time!
